REQUISITION FAVOURING UNITED ANDHRA PRADESH

Respected sir

SUBJECT: IAM PRESENTING FOLLOWING REASONS, ARGUMENTS, SUGGESTIONS FAVOURING UNITED ANDHRA PRADESH AND REJECTING DIVISION OF ANDHRA PRADESH STATE AS A STUDENT, CITIZEN OF INDIA/ANDHRA PRADESH WITH THE BEST OF MY KNOWLEDGE.

  1. GOVERNMENT OF INDIA SHOULD CONSIDER, GIVE VALUE TO THE PEOPLES DEMANDS IN DEMOCRATIC INDIA, BUT PEOPLES DEMANDS ARE NOT DECISIONS EXCLUSIVELY. PEOPLES DEMAND SHOULD BE MADE AS DECISION ONLY IF DEMAND IS GENUINE, REASONABLE, CARRIES CONSIDERABLE WEIGHT IN DECISION MAKING, AND DOES NOT AFFECT INTERESTS OF ANY ONE AND IN COMPATIBLE WITH NATIONAL INTEREST.

  1. DIVISION OF ANDHRA PRADESH CERTAINLY OPENS DOORS FOR MOVEMENTS FOR CREATION OF MORE AND MORE NEW STATES AND ALSO SEPARATION FROM INDIA.

  1. DIVISION OF ANDHRA PRADESH CERTAINLY THREATENS UNITY AND INTEGRITY OF PEOPLE OF INDIA.

  1. SO CALLED TELANGANA DEMAND IS ONLY FROM POLITICIANS.

  1. SO CALLED TELANGANA MOVEMENT IS UNDEMOCRATIC ON GROUND.

  1. ANDHRA PRADESH STATE IS FORMED AS PER PEOPLES WISHES IN DEMOCRATIC WAY. ALTERING ESTABLISHED, WELL SETTLED STRCTURE CERTAINLY RESULTS IN SERIOUS NEGATIVE CONSEQUENCES TO THE PEOPLE OF ANDHRA PRADESH, INDIA.

  1. OPTIMAL DEVELOPMENT OF PEOPLE OF ANDHRA PRADESH FROM ALL REGIONS CETAINLY POSSIBLE ONLY IN UNITED ANDHRA PRADESH. DIVISION HAMPERS DEVELOPMENT OF PEOPLE OF ALL REGIONS WITH UNKNOWN CONSEQUENCES.

  1. STUDENTS BENEFIT ONLY IN UNITED ANDHRA PRADESH. DIVISION FORCES LOSE TO THE STUDENTS OF ALL REGIONS AFFECTING THEIR LIVES ON ONE HAND AND POSING UNKNOWN PROBLEMS TO THE INDIAN SOCIETY.

SUGGESTIONS

  1. THE STATE OF ANDHRA PRADESH SHOULD BE RENAMED AS “TELUGU SEEMA” or “ANDHRA SEEMA” or “TELUGU NADU” or “ANDHRA NADU”.

  1. GOVERNMENT OF INDIA MUST AND SHOULD DECLARE IN CLEAR CUT WORDS “ THE STATE OF ANDHRA PRADESH/TELUGU NADU DIVISION IS NOT POSSIBLE UNDER ANY CIRCUMSTANCES TO PROTECT BEST INTERESTS OF ALL PEOPLE OF ANDHRA PRADESH IN SHORT,LONG TERM”. HYDERABAD IS COLLECTIVE PROPERTY OF ALL PEOPLE OF STATE.

  1. ARTICLE.3 OF THE CONSTITUTION OF INDIA MUST BE AMENDED MAKING NEW STATE FORMATION MOST DIFFICULT PROCESS. OR

TOUGH PROCEDURE HAS TO BE EVOLVED TO FORM NEW STATE OR ALTERING EXISTING STATE BORDERS AND THESE PROVISIONS SHOULD BE ATTACHED TO ARTICLE.3 OF THE CONSTITUTION.

  1. CONCEPT OF REGION HAS TO BE BANNED. CONSTITUTION, PEOPLES REPRESENTATION ACT HAS TO BE AMENDED FOR THIS PURPOSE.

  1. PANCHAYAT RAJ SYSTEM HAS TO BE STRENGTHENED, EMPOWERED ECONOMICALLY, ADMINISTRATIVELY.

  1. CENTRE MUST AID STATE GOVERNMENT TO COMPLETE “JALAYAGNAM” PROJECTS WELL BEFORE 2014 ELECTIONS. OTHER CRUCIAL PROJECTS, SCHEMES WHICH INFLUENCE PEOPLE MIND SET MUST BE AIDED FINANCIALLY.

  1. STATE PLANNING COMMISSION MUST BE MADE ACTIVE WITH “DISTRICT” AS PLANNING UNIT.

  1. ALL GOVERNMENT JOBS MUST BE FILLED IMMEDIATELY, REGULARLY.

REASONS SUPPORTING/DEFENDING MY ARGUMENTS FOR UNITED ANDHRA PRADESH

1. GOVERNMENT OF INDIA SHOULD CONSIDER, GIVE VALUE TO THE PEOPLES DEMANDS IN DEMOCRATIC INDIA, BUT PEOPLES DEMANDS ARE NOT DECISIONS EXCLUSIVELY. PEOPLES DEMAND SHOULD BE MADE AS DECISION ONLY IF DEMAND IS GENUINE, REASONABLE, CARRIES CONSIDERABLE WEIGHT IN DECISION MAKING, AND DOES NOT AFFECT INTERESTS OF ANY ONE AND IN COMPATIBLE WITH NATIONAL INTEREST.

India is a democratic country. People are the decision makers in democracy through representatives elected by them, but this does not mean that government should accept all demands of people. People demands, mind set of people, decision of people can be manipulated. It is easy to manipulate people’s wishes, decisions in India through various means because of unity in diversity in India. Religion, region, sub region, district, caste, creed, self interest… every thing works as effective tool to influence people in decision making. Even 100% of people demands certain thing, government of India should not accept it unless it is reasonable, genuine and aids in protecting, furthering best interests of those people in both short, long term and does not affect any other people interests and also in compatible and aids in strengthening national interest, unity and integrity of nation.

Indian voters are not 100% literate, all are not in a position to think rationally before voting or asking/demanding any thing, even among well educated people also decisions are influenced by many factors apart from rationality. In these circumstances government of India should decide what is right, what is wrong to the people of India or any state and deliver it to them and make people to accept that right decision. It’s the responsibility of government of India. Percentage of people casting their votes in elections is only on an average little more or less 50% only and of them winning person getting meager percentage of votes of the total population in assembly/parliament constituency. This proves even single point agenda in elections or mere inclusion of an issue in election manifesto along with plenty of other issues or referendum or plebiscite does not carry weight in decision making on any issue in best interest of people of state/ country in short, long term.

The demand for separate state of Telangana includes interests of all people of Andhra Pradesh.Telangana demand impact is not limited to interests of people of Telangana only, it influences interests, future of all people of state of Andhra Pradesh because of following major reasons.

  • Hyderabad is the capital, only economic centre and world class economic/commercial/industrial etc…city in Andhra Pradesh. It has been developed from 1956 with collective efforts of all people of Andhra Pradesh.
  • Rayalaseema, Coastal Andhra people has to move out of Hyderabad as capital city if Telangana forms, construct new capital for them, develop capital/economic centre in their state. For this Rayalaseema, Coastal Andhra people must be willing on their free will. i.e. people of Rayalaseema, Coastal Andhra must be ready on their own to sacrifice their present settled life lines and start constructing new structures and develop them with their limited resources and competition, difficulties in complementariness from present established and developed structures by themselves along with their brothers in Telangana, rest of Andhra Pradesh and rest of India including neighbouring economic centers.

So called Telangana demand has no genuineness from above two reasons. Hyderabad is collective property and only property of all people of Andhra Pradesh. Telangana demanding leaders/people asking, demanding and fighting for Hyderabad. Telangana leaders rejecting Telangana with out Hyderabad. Claiming exclusive rights on collective property-Hyderabad- by Telangana leaders/people has no justice. Every family in Andhra Pradesh in one way or other linked to Hyderabad and this link is strong. Giving Hyderabad to Telangana means Rayalaseema, Coastal Andhra people should live in other state and pay tax to other state thus enrich other state and do business, live as per rules, policies made by Telangana leaders and its implementation on ground. Here we have to note that it is the implementation of constitutional rights, laws, and accords, agreements…on ground that matters everything, but not the assurances or agreements…from any one.

Normally division seekers move away from state, builds their own capital, economy…during Andhra state formation in 1953 also Telugu people, who desired to move out of Madras state left MADRAS city to Tamil Nadu itself even though Madras is Telugu city and was part of Telugu kingdom- Chandragiri kingdom of Krishna Devaraya dynasty-Telugu people were/are dominant in Madras economy. Andhra state also lost Telugu dominant districts to Madras state. Contrary to this today Telangana leaders asking division on screen but in reality they are staying in their place but throwing away Rayalaseema, Coastal Andhra people/industrialists…forcefully away from Telangana/Hyderabad against their wish. Even if Rayalaseema, Coastal Andhra people/industrialists decides to stay in Hyderabad/Telangana they will be with no decision making power and pay taxes to other state at the cost of their own state, development of their people. If they decide to leave Telangana/Hyderabad it would not be easy because these people/industries settled in Telangana/Hyderabad from 1956 and shifting results losses and spoil of lakhs of families lives even if shifting happens.

Majority of people in Andhra Pradesh in all regions reject division of Andhra Pradesh state. People are intermixed and do not want dividing lines between them. People of Rayalaseema, Coastal Andhra and majority people in Telangana region are not willing and would not accept division of Andhra Pradesh as they are strong in belief that all Telugu people must be united in single state right from British days and nurtured this concept from those days itself. Before December.09.2009 none in Andhra Pradesh expected even in dream about division of Andhra Pradesh. But after Dec.09.2009 statement some people with in Telangana supported Telangana demand as government of India confirmed Telangana state but now these persons also moving towards united AP even in the times of emotions.

Today people of Andhra Pradesh are divided in to two - pro, against Telangana- and clashes are taking place, if division happens then these clashes will intensify as division hampers economic interests of people of Andhra Pradesh ,one group will benefit and does not allow others to share those benefits , the second group forcefully loses and will be on road. Division is nothing but cheating of trust which government of India generated during Andhra Pradesh formation in 1956 and in 1969 Telangana movement time, 1972 Jai Andhra movement times.

Would be Clashes in present Andhra Pradesh, unrest…destabilizes present rapidly developing state and would be developed state of Andhra Pradesh in all fields with completion of ‘JALAYAGNAM’ projects. Its side effects will be nation wide. Already December.09.2009 statement of government of India generated immediate demands for number of new states in India. This is not in compatible with national integrity and national interest and best interests of people of Andhra Pradesh, India.

2. INDIA NEEDS NO MORE NEW STATES (EXCLUDING HINDI BELT WHERE IF NEED ARISES AS LAST OPTION). CREATION OR MOVING TOWARDS CREATION OF NEW STATES MEANS GOING BACKWARDS AND DIVIDING PEOPLE FURTHER.

India was with 562 princely states and provinces in 1947. Till 1947 it was under British rule and has no control over its administration, decision making. Even Britishers has no control over most part of India, politically they got kingdom after kingdom from one or other way. Can India proceed with that political structure even after 1947? Definitely not. It need to restructure its political set up to further faster development, efficient - optimal utilization of resources, nurture unity-national integrity and check further division of India-people.

Movement for separate state for Telugu speaking people in Madras State started this process on ground, thus language became criteria to divide India politically according to peoples aspirations in democratic, self ruling India. Irrespective of rightness of adopting language as criteria to form new states it worked well, new states were formed and we have crossed 60 years in modern India. All structures are now settled in modern India, what ever problems are there are only with politicians and selfish politics only. People are intermingled in their linguistic states, they are united and they are not having regional feelings or any feelings and are united with Indian nationality. If politicians worked with people as focus then present day situation could not have arisen. Economy of India and problems of India are also major influencing factors in present day regional imbalances, these regional imbalances are being exploited by politicians itself. If politicians stop asking new state then not even single citizen will ask. People are asking development, faster reach of developmental fruits to them, spread of development to all parts of state/India. People are not asking chaos, corruption, anarchism, political instability, stagnation in their lives with out development, backward movement of their lives, law and order problems etc…

India got technological fruits recently only. Politicians are silent in paper work days, when India was lacking technology and resources for utilization of technology but now they are asking, demanding new states and leading movements. In present globalistion era information flows in seconds, effectively…people are receiving all information in seconds, administration, decision making is happening in seconds. People were united during paper work days and still they are united in computer days but politicians today creating divisions with one or another reason. Administration needs sufficient number of employees to run administration effectively, efficiently and utilize technology effectively to deliver faster, better and transparent governance, but not new administrative structures- new states. If every politician or a group of politicians demands state consisting of those areas/districts where they are strong irrespective of reason and its genuineness or creates reasons using favourable history, differences etc… existing in those areas compared to other areas then how many states will form in India where reasons to divide people are plenty with out touching Bharath Matha concept for their sake, and in formation process how much time will be waste from development point of view and how many side effects will prop up. It’s unending problem with out clear cut solution.

Bharath Matha concept should be paramount and remain unreachable with many unifying factors lying between Bharath Matha and people. If the gap between people, Bharath Matha becomes narrow then Bharath Matha concept i.e. Indian nationhood would be in trouble/risk for petty, artificial reasons also.

More states means people would be in more administrative structures and decisions will be complex and trouble some due to disputes on simple issues also and solutions for simple ones also prolonged in practical terms. Delayed justice is nothing but denied justice. There is absolutely no need to make simple issues as complex issues and no solution issues where solution is simple and easy. People identify themselves with their state and treat others as different from them from interests’ point of view and would not be willing to share, sacrifice simple things also resulting in non cooperation between people. When cooperation ends then where is development? Where is optimal, timely utilization of resources? Obviously not.

New states can be created but can not be scrapped in practical terms, even if scrapped those remains will stay alive and waits for opportunity to emerge at appropriate time. Telangana problem is best example for it. Telangana districts are only part of Hyderabad state, but now they are saying they are separate state and want separate state for them even though unifying factors are more and more and strong they are searching for reasons and creating artificial reasons to divide people.

Creation of new states would benefit politicians only. These new states would not benefit people, students… in any way. When politicians were failed to develop people in unified state where resources are more due to their interests only what these politicians can do in small or new states where resources are minimum. It’s the effectiveness of administration and people centric mind set, policies and programs from politicians and implementation of those things on ground that will ensure rapid, equitable development of people. It is possible and will be efficient in united state only but not in small states. To employ politicians creating new states, dividing people are not acceptable especially in reasonable size state like Andhra Pradesh. Andhra Pradesh state is neither big nor small.

3. DIVISION OF ANDHRA PRADESH CERTAINLY OPENS DOORS FOR MOVEMENTS FOR CREATION OF MORE AND MORE NEW STATES AND ALSO SEPARATION FROM INDIA.

Telugu people were the first to demand, sacrifice and do movement for exclusive state for them in India. The state of Andhra was formed in 1953 because of this reason and later Telugu people from Hyderabad state were added to the Andhra state in 1956 and renamed state as Andhra Pradesh. Capital, High Court were sacrificed by Andhra people and made Hyderabad as capital, seat of High court both in Telangana region. It was possible only because Telugu people did not have thoughts of divisions between them, they asked protections to further their interests as per region but never thought or dreamt of division of state.

Andhra state, Andhra Pradesh state formation became role model for movements in rest of India and formation of states on language basis. Irrespective of whether language is right criteria or wrong criteria to form states language is successful in uniting maximum number of people in one state, minimizing disputes, optimal unitlisation of resources in states covering the maximum geographical area of country. Now if other criterion starts like Region or any other reason then every state will become maximum number of states.

Telugu people also put check to division politics with unified politics and division movements with unified movements. Politically steps were taken to defeat separatist voices, when movement took place for division again movement took place immediately for unity. If this state is divided then every state in India will become maximum states as division politics, division movements victory against unionist politics, unionist movement means none can defeat division politics, movements in other states.

Andhra Pradesh is also most difficult to divide due to capital, seat of high court, economic centre- industrial/services- lying in separatist voice region. Majority people are opposing division even in high emotions time now. When it got divided then division of any other state in India would be cake walk.

December. 09.2009 statement from government of India proved the impact of Andhra Pradesh on rest of India. By Dec.10.2009 morning along with united Andhra Pradesh movement more than 18 movements for creation of new states erupted and parties witnessed vertical divisions in every state internally, parties like Samajwadi party in Uttar Pradesh divided openly. These demands, movements are silent now due to Dec.23.2009 announcement of union government, and they are waiting for results of Andhra Pradesh. If Indian government wants to destabilize India, create new states, and divide people in every state…then Andhra Pradesh can be divided. It is not that if Andhra Pradesh is divided by showing some reasons with justification can shut down other demands in rest of India. For politicians reasons are numerous. It’s only the division or keeping AP united that matters.

Telangana agitation may be for separate state now but I strongly see there are signs of separation from India. Telangana Rashtra Samiti (TRS) party activists openly declared on a private Telugu TV channel during K. Chandra Sekhar Rao fast that Hyderabad state independence petition is pending in United Nations and they will approach UN for separate nation if state is not given to them, this demand was again made after Dec.23.2009 statement from union government. The committee has to check them in media archives. The approach adopted to start, prop up so called separate Telangana state voice/demand is against unity of India. Leaders of parties who are demanding separate state instigating rivalry towards Rayalaseema, Coastal Andhra people as they are rulers from other country like Britishers in India. The concept of Telangana Thalli (Mother of Telangana) is also against Bharat Matha concept. Bharat Matha concept is as old as India. Bharat Matha is the mother of Indian land as a whole. But Telangana Thalli concept took birth in Telangana Rashtra Samiti party after its formation in 2001 and that too after 2004 elections. Here Telangana Thalli is visibly mother of Telangana land only, whether Telangana is in India or out side India? Definitely it is in India. When Telangana is in India then how mother of Telangana emerges with in the land of mother of India, Telangana demanding leaders, people are not accepting Telugu Thalli (mother of Telugu language) as their mother openly and destroying Telugu Thalli statues, burning Telugu Thalli song compact disks etc….

The role of Maoists and their plans in India, Telangana role in their plans and impact on rest of India are serious issues involving division of Andhra Pradesh. Andhra Pradesh is the only state that broke spine of Maoists in India in heart of India. If this state is divided and Maoists are strengthened due to social factors in Telangana, Maoists support to Telangana demand/agitation, political conditions in Telangana after its formation, weakness of Telangana state to defeat Maoist designs etc…then its impact will be severe in India. Here goals of Telangana leaders, Maoists are same now- formation of Telangana state, but after Telangana formation they will be at logger heads towards each other making Maoists strong as Naxalism emerged and became strong in Telangana against these leaders, when these itself becomes rulers of Telangana state then Maoism will find fertile ground for their activities.

Telangana leaders promised jobs for students, land for all families etc…giving impression that Telangana region will become heaven immediately after its formation, it is also one of major reasons for students serious involvement in Telangana agitation. Every one knows that these promises can not become reality even after many years then what these students, people who are lured now towards movement will do, they definitely oppose Telangana leaders and start movement benefiting Maoists who are waiting for opportunity and want separation from India- establishing Maoist rule in India- and also pre 1947 days may emerge. Many Telangana demanding persons made comments openly that they fight for separate Telangana if state is not given to them. I don’t think this is healthy for India. Any person in India must be loyal to Indian land first later anything comes but in Telangana case their loyalty to Telangana land seems to be serious and crosses Indian land concept if provoked in that line. India took police action on Hyderabad state showing peoples movement as reason to merge it in to India, if tomorrow these people itself agitates for separation from India showing their merger days with India and other countries including Maoists exploits this situation then what will be the situation of India?

The approach followed by Telangana demanding, agitating leaders/people sent wrong message to the people of Andhra Pradesh, rest of India. Creating divisions among people, bandhs, students involvement in agitations, suicides etc…and Dec.09.2009 statement from government of India confirming creation of state of Telangana even after majority of people with in Telangana are for united AP and were silent during Telangana movement from Nov.29.2009 to dec.09.2009 would set wrong precedent in India and others also follow across India to form new states for them. It will be dangerous to India from all angles- unity, development. Law and order etc…

4. DIVISION OF ANDHRA PRADESH CERTAINLY THREATENS UNITY AND INTEGRITY OF PEOPLE OF INDIA.

Division of Andhra Pradesh issue became serious today with hate approach from some persons. Today people of Andhra Pradesh are divided in to two groups – Telangana, united Andhra Pradesh in all regions-. But the number of people moving away from separation also increasing due to self analysis and number of causes. Even now when emotions are running high and instigated every day majority people are for united AP only. Unity of remaining people happens if facts comes out and these people knows them on those issues which were propagated by politicians as reasons for separation, benefits/loses from separation. But if division happens then people who trusted unity of telugu people, union government will lose faith in them on one hand, on other hand due to clash of interests directly or indirectly between people and win of separatist voice will instigate clashes between people and also due to demands for more states with in present Andhra Pradesh, involving other telugu dominated districts in neighbouring states in those demands will create serious problems both with in Andhra Pradesh, neighbouring states, on the whole India for new states, hate approach would become ready made result oriented approach to get new state formation.

5. SO CALLED TELANGANA DEMAND IS ONLY FROM POLITICIANS.

The demand for separate state of Telangana is from politicians. From 1956-69, after 1969 movement none in Andhra Pradesh asked, dreamt of demand or argument for separate state of Telangana. No one in this generation knows separate state thought. K.Chandra Sekhar Rao started TRS party in 2001 after he was not offered ministry in Telugu Desam party government. He is a strong leader in his constituency, so he resigned and won from his constituency on TRS agenda. Here we should note that strong leaders will win in their constituencies irrespective of party or agenda they represent due to their person specific support in their constituency. TRS party was not in a position to contest all seats or maximum number of seats in Telangana region. But it’s the stiff political competition in Andhra Pradesh politics in 2004 elections and inability of congress party to asses common man pulse made TRS to remain in politics. TRS allied with congress in 2004 elections and contested elections. In 2004 elections congress won maximum seats in assembly restricting ruling Telugu Desam to 45 seats only, TRS also won along with congress. But majority in every constituency is narrow only whether it is congress or TRS win. TDP gave stiff competition to congress, TRS. If congress could not tied up with TRS then TRS certainly might not existed after 2004 elections. TRS divided after 2004 elections, its MLAs who are with TRS resigned and went to polls alone, but in by elections they lost half of their seats. In 2009 elections also TRS tied up with TDP led Grand Alliance (TDP, CPI, CPI (M), TRS…) to contest elections. Its political compulsion that made TDP to forge tie up with TRS due to stiff competition from congress, again TRS lost major seats, out of 45 seats it contested it won only 10 seats. In greater Hyderabad municipal corporation elections it did not file nomination for single seat due to fear of defeat and permanent close of its chapter in AP politics.

Neither Congress, nor TDP or recently Praja Rajyam never say that they are in favour of creation of Telangana state. These parties only said they will respect Telangana demand and are not against it. They followed these diplomatic words because of stiff competition in AP politics in polls and the margin between winner-loser in elections is narrow every where in state that’s why no party especially major parties were unwilling to lose votes even in hundreds. In 2004 elections Congress said it is for Second States Re organisation Commission (SRC), in 2009 elections it said it formed Rosaiah committee and would think after its report and also decision will be taken in congress high command on congress party stand after taking all stake holders views in to consideration. TDP fought 2004 elections with United AP on its agenda, in 2009 elections it tied with TRS and said it is not against Telangana if every one accepts and steps are taken in that way by others but it will not do any movement for separate Telangana state. Praja Rajyam party said it is for socialist Telangana. Lok satta did not clarify its stand and concerned about it, other parties are not decision influencers in state. In any election Telangana formation is not a campaign issue. Telangana issue was in manifesto in diplomatic words along with many issues in party’s manifesto.

People strongly feel, trust that division of Andhra Pradesh is not possible in practical terms and TRS is only for its political space only. Dr. Y.S.Raja Sekhar Reddy is from Rayalaseema region and in practical terms he stands for united Andhra Pradesh only and Chandra Babu Naidu is from Rayalaseema region and does not allow division of state as TDP is united AP party in letter and spirit. Praja Rajyam also runs by actor Chiranjeevi from coastal Andhra region. People trusted their leaders and leaders were able to convince them as they are decision makers and decision influencers every where, so there is no need for people to come on to streets but sudden death of Y.S.Raja Sekhar Reddy reversed all political balances in Andhra Pradesh. YSR threw TRS party in to ashes by defeating it in its own region and TRS was on edge of closing its door. TDP also dared to tie up with TRS because of YSR, as YSR never allow division of state whether he is in power or in Assembly. If TDP wins it can not create separate state being a regional party.

If the Telangana demand is from people then why people did not give over whelming win to parties which fought on single point agenda to form Telangana state. How many votes’ separatist parties got and what is the margin of victory of candidates from these parties even after ignoring authenticity of taking votes as people pulse on Telangana issue. If Telangana movement is from people then why TRS majority went down from 2001 to 2009 elections and why TRS was not in a position to contest all seats in Telangana region. Why Telangana asking separatist parties themselves failed to form coalition and contest in all seats in elections, why these parties tied up with major parties only leaving small parties. All this shows only politicians want Telangana state or using/used Telangana issue for their political gains only. If Telangana demand was true from people then why KCR did fasting, and how many leaders/people did fasting along with him in those 11 days. Not a single person in Telangana did fast along with KCR or supported KCR with fast and only a few people came on to streets, but it was students who came on to streets from Osmania University strongly, now union home ministry itself saying it was Maoists strong hold in Telangana agitation. Why KCR met all student wings, employee wings, caste associations…before his fast?. All this shows its not people wish/demand, its only politicians wish/demand and a tool to achieve their political gains.

Now also TRS party is opposing committee and resigned from Assembly, to keep Telangana issue alive in politics by not allowing solution to it. This shows its only political movement by politicians. People in AP saw TRS as political party only but not as movement. Parties struggle to survive or find place in politics but not divide state in reality, this thinking proved fatal to Telugu people with Dec.09.2009 statement. Telangana people are not asking or demanding development of Telangana districts they ask only separate state for them. While starting Telangana demand in 2001 TRS based its arguments on under development of Telangana districts and showed Rayalaseema, Coastal Andhra leaders as responsible for it and hatred was promoted towards them. Once Dr. YSR started JALAYAGNAM and other welfare, developmental schemes, programs, universities…on large scale and are on pipeline these leaders after YSR death said self respect is reason for asking/demanding separate state. This shows separate state is their demand but not development of Telangana region. If development is the reason then development of Telangana is possible rapidly in united Andhra Pradesh only. If it was false then leaders of Telangana districts could not have allowed its merger with the then Andhra state in 1956 itself. Self respect itself has no validity due to presence of Telangana leaders in state cabinet right from 1956 and holding important portfolios including chief minister, central ministers, Prime Minister Posts. Decisions of cabinet are collective only but not individual. If self respect of Telangana leaders is valid then south India is eligible to become separate country, because right from 1947 north Indians are on Prime Minister Chair excluding late P.V. Narasimha Rao and Deva Gowda. This shows self respect demand of Telangana leaders is utterly invalid. Other regions, districts in present Andhra Pradesh are backward than Telangana districts.

Slang also being projected as reason for division. Every language has more variety slangs; Telugu language is spoken in different slangs in all most all districts. Can it make every district to become separate state? If slang is cause to form state then India will be with hundreds of states. Festivals mix of language with other language etc…factors are invalid from any angle to form even a district itself, then how they would become reasons in state formation. Socio- economic causes are not right criteria to form new states. There are disparities with in each district; if socio economic cause becomes criteria then Indian government has to go beyond districts in number to form states.

United Andhra Pradesh (SAMAIKYANDHRA) movement erupted spontaneously by DEC.10.2009 early morning it self. Many people in Telangana region are also come out in to the streets but they were forced to retreat by Telangana voice agitators. As per media reports in Khammam district lawyer’s fast was attacked by Telangana supporting party cadre, in Hyderabad also rallies etc…were attacked/stopped. The role of media was controlled as per majority of people opinion to suppress united AP voice in Telangana.

United Andhra Pradesh movement – samaikyandhra movement- is old and is running from British days as a deep concept in people hearts. Right from Britishers day’s Telugu people desired, demanded separate state for Telugu people and desired to be united, it was this reason that made division from madras state in 1953 and merger of Telangana districts in 1956 with Andhra state possible. If Andhra state people were against merger with Telangana districts then merger could not have taken place and sacrifices could not have taken place in the form of capital, high court, political posts etc…during formation of Andhra Pradesh in 1956. Unity of Telugu people is running deep right from British days and it got vent out in different forms according to political conditions. As Hyderabad state is not part of British India and Telangana districts were part of Hyderabad state separate state demand for Telugu people in British days is impossible when British India itself is in British rule. After independence dividing from Madras state itself was with sacrifices and starting one in India, later Telugu people in Hyderabad got opportunity to merge or unite with fellow Telugu people. If there were no unity factor then merger was impossible. The names of movements may be different but its goal is only one- keep all Telugu people united and in one state. Vishalandhra movement arose both in Telangana districts and in Andhra state. It was this hidden unity factor erupted suddenly on Dec.10 2009 when government of India declared division of Telugu people. Its long, historic movement and not short movement as claimed by pro Telangana leaders/agitators. Irrespective of hurdles, movements with one or other name, it’s the unity factor that is keeping Telugu people united in Andhra Pradesh setting aside political movements/agitations. On the other hand Telangana movement is opportunistic only and mostly used for political gains only and does not carry support in people. Present happenings, previous happenings support this fact.

6. SO CALLED TELANGANA MOVEMENT IS UNDEMOCRATIC ON GROUND

So called Telangana movement is undemocratic on ground. The leaders, party cadre, students…who are agitating for Telangana are verbally; physically directly attacking, warning etc… united AP voice in Telangana region including Hyderabad. Video clippings of electronic media and news paper clippings from TRS formation days and exclusively after Dec.09.2009 prove this. They are using slogans in movement like ‘TELANGANAKADDOSTHE ADDAMGA NARIKESTHAM” etc… The language being used is insulting, vulgar and hatred instigating, promoting and warning to united AP voice. Telangana leaders, agitators did not allow and not allowing any one to speak against Telangana in Telangana region. Maoists publicly issued warnings to legislator’s lives after Dec.23 statement seeking resignations and participation in movement. Every where students, party cadre of one or other party is being used to go and agitate in a specific location or towards specific person demanding some thing for Telangana cause- resignation/ statement/participation in agitation…- any one who speaks against Telangana were attacked, their effigies were burnt…attacks were made on film shootings irrespective of cinema actors public support to united AP or silent on present happenings. People, intelligentsia, are fearing to voice against Telangana state with in Telangana region. Many were forced to participate in so called movement whether it is due to Maoist support or other forceful cause. Suicides are happening in the so called movement but attempts to stop suicides are not happening, instead promotion of suicides is happening in reality. Repeated praises on media for those who committed suicide, immediate public announcement of compensation by Telangana supporting leaders for those who committed suicide, large live burning posters of those who committed suicide in meetings, street sides, junctions…these are all are suicide promoting activities. Separate state is being asked showing suicides as reason, if suicide is the reason then how many states has to be formed in India? Definitely suicides are not reasons. Results shows Telangana leaders did not do any thing to stop suicides on their own by convincing students but they are showing government as responsible for suicides as Telangana state is not materialized so far. Media was extensively used to propagate warnings- directly or indirectly- to stem out eruption of united AP voice/movement/agitation in Telangana. Vidyarthi Garjana in Osmania University directly used attacking, warning language against those who oppose Telangana state even honorable high court of Andhra Pradesh did not allow hate speeches.

In democracy every one has freedom to express their views, but particularly after Dec.9 people lost freedom of expression in Telangana due to two factors 1. Government of India statement on Dec.9.2009 made Telangana state a reality all of sudden thus posing serious questions to political, business careers and peaceful living of any one who speaks single word against Telangana state. 2. Following of all methods by Telangana protagonists to stem out eruption of united AP voice in Telangana. even MPs, MLAs, MLCs were not allowed to do fast, rallies, protests, peace rallies in capital – Hyderabad and they are forcefully shifted to their own regions, this shows the fate of freedom of expression in Telangana region and in capital also after Dec.09.2009 statement from centre. The episode of Lagadapati Raja Gopal- MP from Vijayawada Parliament constituency- proved the acuteness of differences and efforts of pro Telangana leaders in preventing eruption/start of united ap voice in Telangana region/Hyderabad. Even today student wing leaders, some party leaders publicly threatening on media about possible attacks on united AP voice raisers in Telangana region/Hyderabad. In Rayalaseema, Coastal Andhra people are expressing their views freely for and against division and other views also even after Dec.9, Dec.23 statements but in Telangana it is not visible even though majority people in Telangana are against Telangana state formation as per common man view. Hyderabad itself has more than half of its population from Rayalaseema, Coastal Andhra regions.

If Telangana region people are confident to express their views then true demand of people will comes out open. In Rayalaseema, Coastal Andhra some people are expressing different views supporting Telangana on caste basis, human rights base etc…they are also supporting other division demands, but more than 90% are supporting united AP and if facts comes out on apprehensions created by separate Telangana voice holders then remaining people also support united AP.. But none in Telangana region is able to express their views. It’s true that 100% of people never wish, support, demand single view. Then how Telangana demand is 100% genuine? Definitely not. Greater Hyderabad demand is there, separate tribal state demand is there in Khammam district if division happens but their primary support is for united AP. These are those came on media, but lot went out of media coverage intentionally or unintentionally as per common man perception.

It is true that people decision in Telangana changed to major extent after Dec.09.2009 statement from central government as decision came unexpectedly and they are moving towards united AP decision slowly, instead of making Dec.09.2009 statement directly centre could have called for discussions then situation might be entirely different. I.e. centre formed committee after creating divisions and making separatist voice strong than before Dec.09.2009. Common man in AP believes that centre itself is behind KCR’s fast and Telangana agitation before Dec.09.2010. it is not good for unity, integrity of India and trust on central government.

7. ANDHRA PRADESH STATE IS FORMED AS PER PEOPLES WISHES IN DEMOCRATIC WAY. ALTERING ESTABLISHED, WELL SETTLED STRCTURE CERTAINLY RESULTS IN SERIOUS NEGATIVE CONSEQUENCES TO THE PEOPLE OF ANDHRA PRADESH, INDIA.

The state of Andhra Pradesh was formed as per wishes of people. Telangana districts of Hyderabad state merged with Andhra state as per people wish and through movement- Vishalandhra movement. If opposition to this merger was strong or having considerable size in 1956 in Telangana districts then merger could not took place. In 1969 itself separation was demanded but it was failed, because of settled structures by then it self in 13 years from 1956, now 54 years are over;3-4 generations. All people life is settled and is going in specific positive direction if it is disturbed against wishes of people and has no reason to disturb these structures then it will be counter productive on lives of people of Rayalaseema, Coastal Andhra region people and also on lives of people of Telangana. This impact will be nation wide.

8. OPTIMAL DEVELOPMENT OF PEOPLE OF ANDHRA PRADESH FROM ALL REGIONS CETAINLY POSSIBLE ONLY IN UNITED ANDHRA PRADESH. DIVISION HAMPERS DEVELOPMENT OF PEOPLE OF ALL REGIONS WITH UNKNOWN CONSEQUENCES.

Optimal, rapid development of all people of Andhra Pradesh is possible only in united Andhra Pradesh. People are mixed, one language, one bond, one leader with handsome Member of Parliament members in hand , pooling of resources and better utilization of resources in planned way…definitely ensure, guarantee optimal, rapid development of all regions/districts people of state. Rivers flowing in present Andhra Pradesh are not perennial rivers, they are seasonal rivers only. They are drying or flooding but not benefitting people optimally. The number of stake holders increase or number of agreements increase in river waters utilization means more disputes and clashes ultimately leading to non utilization of water. With only two or three stake holders on every major river (Godavari- Maharashtra-AP, Krishna- MH-KA-AP etc..) disputes are maximum today, if stake holders increase then more disputes especially when division takes place on hate ground, government can show reasons to the best of their ability to justify divisions but on ground reality everything fumbles with in days due to practical problems. From practical point of view united AP only ensures optimal, rapid development of all people of AP. Division means no body knows how many states will from present state of AP due to unending demands and every demand has its own reasons and carries more weight than present Telangana demand, so problems will be more and become more complex ultimately benefitting none on one hand, on other hand affecting negatively.

To day regions are complementary to each other in development process and aiding each other, if this complementarities breaks results will be worst. Coastal Andhra region is producing food grains thus avoiding food problem in state, Telangana region is developed industrially with Hyderabad as focus, Rayalaseema region is backward in irrigation, industry but moving peacefully along with other regions waiting for upcoming future promising benefits. Rayalaseema has no major rivers or no assured water sources. North coastal Andhra is backward. Backward places are there even in most developed districts. The massive JALAYAGNAM programme assured irrigation water to all regions in future, once water flows in to all regions with completion of Jalayagnam then all regions people will be with assured irrigation water thus half of the problem is solved. Once Jalayagnam completed then Telangana region will be most developed region of state due to availability of irrigation water to fields, secondary, tertiary sectors already going high on development index. Thus Telangana region will be with all three sectors in its lap- primary, secondary, tertiary. But Rayalaseema region will be with primary sector only with assurance and depend on Telangana region for rest, coastal Andhra region also should depend on Telangana region for secondary, tertiary sectors. If Jalayagnam stops then all regions will suffer. Jalayagnam will be successful only in united Andhra Pradesh state. If AP is divided then no projects will be completed due to clashes in water sharing, disputes, court/tribunal delays…etc. for fast completion, availability of water to fields and successful running of Jalayagnam projects state must be united forever. JALAYAGNAM projects will solve food problem, improve farmer conditions and solve majority problems of common man.

Industries, services are recently spreading to other parts of state but Hyderabad is focus to them, if Hyderabad is separated then these industries will move back to major extent and must depend on Chennai, Bangalore etc…which are not in telugu people hands. Industries in Andhra Pradesh are mostly interdependent for raw materials, finance, human resources, transport etc…if these are divided then industry will enter in to lose and eviction from present Andhra Pradesh will happens. Already AP lost more than Rs.20000 crores because of agitations per MLA Akbaruddin’s statement in state Assembly, many major industries left AP and diverted from entering in to AP. Industries came to Hyderabad or any part of AP by seeing united AP and resources in united AP. If state is divided and resources become shared then industries may not need to come to AP in the globalised competitive environment. Worst affected will be people of Andhra Pradesh from all regions.

It’s the economy of AP state that can ensure rapid development of people of all regions because of its reasonable size. Small states mean more dependence on centre. Minimum economic resources mean minimum welfare, development schemes and limited implementation/success. So far India / AP development is centralized with decentralization is taking place only recently. Now if state is divided leaving developed sectors/ areas to some region only it will be injustice and causes clashes throwing people in to darkness. Andhra Pradesh is vibrant in economic development; welfare schemes etc…but if division happens all these will go back irrespective of remedial measures.

The reasons shown for division are simple ones; many are lies and manipulated ones and do not carry any weight in state formation decision. These problems can be solved simply in united state but in division case more serious problems will generate with no solutions on ground. Division decision is easy to take but very difficult to implement on ground with out affecting people, in AP case only negative results are visible due to division. United state decision is little bit difficult to take due to Dec.09.2009 decision of central government as it was this decision made minority separatists to become majority on one hand and on the other hand forced united AP supporters in Telangana region to keep silent. But implementation of united AP decision is more and more easily then division decision. United AP decision will be having its impact on immediate, future AP /India in positive direction. Division decision will be having only negative consequences on people of AP and India immediately and in future. Division will send strong wrong signals to people of AP, India about strength of Indian government, decision making in centre and state formation criterion and stability of state borders in federal set up where states are crucial, definitely that will be against Indian interests both in short, long term. Frequent changes in state borders or persisting rumors or efforts to change state borders means denial of development of state. India and promotion of instability and opening of doors for all negative consequences on people of state, India.

It is not the development only other factors are more important. The strong deep hearted feeling of unity must be nurtured and shallow division feeling must be defeated. If unity feeling is defeated with just irrational division feeling then division will become strong in India from all angles. AP was formed to keep all Telugu people in single state, united but not for dividing people. Telangana agitators are saying that Pundit Jawaharlal Nehru while merging Telangana districts with Andhra state has said that Telangana districts can divide from Andhra state whenever they want. If that was the case then why merger was made? If merger was made then why capital, seat of high court was shifted to Hyderabad? (Hyderabad is in Telangana), why Andhra people’s life was put in hands of Telangana people? ( Andhra people separated from Tamil people to have their own state and develop independently and fast with unity and pool of their resources but not to depend again on some one who has the right to dictate their future whether it is their people or other one). Capital is not only an administrative centre, but its economic/commercial centre. Hyderabad was developed and is being developing because of its capacity as capital and place for all people. People of Rayalaseema, Coastal Andhra settled in Hyderabad, rest of Telangana, invested in Hyderabad, rest of Telangana, if they have feeling that Telangana region will break away from Andhra Pradesh then they definitely would not have settled there and invested there at the cost of their regions. Even if Telangana people wants to divide then they could have divided with in 2-3 years after merger with Andhra state but not after long long 54 years when 3-4 generations are over. Now also Telangana leaders are not asking Telangana with out Hyderabad even though Hyderabad is not capital of Telangana districts only before and after AP formation. Whether they are asking Telangana for Hyderabad or Telangana for Telangana is a serious question mark in common man mind.

If Telangana districts were not merged with Andhra state in 1956 then Andhra state could have developed on its own with assurance on its future, today this situation could not have arise. Today Rayalaseema, Coastal Andhra people were in reality went back to 1953 as capital; economy is centered in Hyderabad like Madras in 1953. why Rayalaseema, Coastal Andhra people are forced to go to 1953 when every one in country in moving forward and Andhra Pradesh is moving forward rapidly. If Telangana wants to develop then it could have developed on its own, once it merged with east while Andhra state then, that merger should be permanent but not temporary. Merger took place through movement in both places, political discussions. Telangana districts merged with Andhra state, took capital, seat of high court from Andhra state, development took place so far with collective efforts in Telangana region with Hyderabad as focus of development, now after development is on bright path Telangana want to separate showing empty hand to Rayalaseema, Coastal Andhra people and making them to depend on Telangana people/leaders mercy on ground to survive. Does it show any justice or reason from division point of view? Obviously not.Telangana region has no moral right to divide from Andhra Pradesh as it did not divide from AP with in 2-3 years after 1956 with out any problem to any one, even in 1969 also it did not divide instead strong commitment/promise was shown from centre, Telangana leaders for united AP state.

Rayalaseema region will be worst affected if division happens because of its lack of water resources and share will be in dispute if division happens, industries are not developed, services are no more, drought is ruling the region.

9. STUDENTS BENEFIT ONLY IN UNITED ANDHRA PRADESH. DIVISION FORCES LOSE TO THE STUDENTS OF ALL REGIONS AFFECTING THEIR LIVES ON ONE HAND AND POSING UNKNOWN PROBLEMS TO THE INDIAN SOCIETY.

All secondary, tertiary industries are located in Hyderabad. Vishakhapatnam has a few of them. students of all regions in state are moving towards Hyderabad as first choice and other metros like Bangalore, Chennai, Mumbai, Delhi and foreign countries after immediate completion of their studies for employment, as Hyderabad alone is unable to meet student flow/demand for employment even though it was growing rapidly. Most of students/people settled there irrespective of their employment location, bought properties- houses, flats etc…with hard earned money. If division happens or Hyderabad is made national territory or protections are made for all regions people/students in Hyderabad due to division then students will lose permanently. It’s the results on ground that decides the fate of people/students but not anything on paper. Dec.9 statement itself ruined real estate industry in Hyderabad, rates of flats, houses fallen to far low levels causing huge loses to the middle class people who put all their domestic, foreign earnings in Hyderabad only at the cost of their native places. Many industries/investments left, leaving Hyderabad due to Telangana agitation especially after Dec.9 statement from central government, if it happens reality then many firms/investments…definitely leave Hyderabad and shift to some other place, that will be out of Andhra Pradesh and those who moves some other location with in present AP will take time and no one knows how much time they take 10 years or 20 years or more…whether displacement with in state is possible? If possibility is there then how many can displace? Whether displacement assures competitive edge to those industries? These are question marks in students, industrialists mind. Obviously industrialists prefer most profitable areas only and they will be out of AP only due to political conditions in AP, competitive industrial world. Students of AP from all regions must move out of AP for employment. It is costly and lives are degraded, delayed and consequences will be unknown on society. Why Telugu students should lose their lives due to political games or selfish politics. Why Hyderabad or some other industrial locations, industries in state should be destroyed forcefully and move out of state for opportunities? Is it not self suicide of student lives by politicians who are advocating division? Why Telugu students should live on mercy of other people in other states. Already from Dec.09.2009 students are suffering in AP due to virtual no employment opportunities in Hyderabad and inability to move out of state. To how many students newly formed states provide jobs? Does state formation is solution for providing employment opportunities? Definitely not. State division would reduce employment opportunities than providing employment opportunities. More government, private employment opportunities can be filled, provided in united Andhra Pradesh than in divided Andhra Pradesh.

SUGGESTIONS

1. THE STATE OF ANDHRA PRADESH SHOULD BE RENAMED AS “TELUGU SEEMA” or “ANDHRA SEEMA” or “TELUGU NADU”, “ANDHRA NADU”

The name Andhra Pradesh for Telugu people state formed first on the basis of language, does not reflect true Telugu spirit. TELUGU is called ANDHRAM and Telugu people’s states/kingdoms/empire…was called as ANDHRA state/kingdom/empire in history. The word PRADESH in present Andhra Pradesh name is from Hindi language. Telugu people demand true Telugu name to their state. Telugu people have moral, justice right in asking/demanding complete Telugu name for their state. Telugu people’s state- Andhra state was formed first in India on language basis after sacrifices, movement in democratic form. But their state name does not reflect Telugu language and Telugu spirit in complete sense after Telangana districts from Hyderabad state merged with it, instead of keeping ANDHRA state name intact or adopting name for unified state in 1956 in complete Telugu language, Telugu spirit words, “ANDHRA PRADESH” name was adopted which is half Telugu only. I request to rectify this anomaly and rename state as “TELUGU SEEMA” now.

Renaming of “ANDHRA PRADESH” as “TELUGU SEEMA” is must now to protect unity and integrity of people of Andhra Pradesh state, India. “TELUGU SEEMA” meaning “Land of Telugu people” or “State/Area of Telugu people” sends right message to the people of state on their unity and integrity. The name of Andhra in present Andhra Pradesh name is being interpreted as a name specific to certain region is unfortunate thing in today’s selfish politics. Politicians from Telangana region instigating rivalry/hatred between people of state on regional lines by showing ANDHRA name in the present ANDHRA PRADESH name. Telugu people’s state right from SATHAVAHANAS was called as ANDHRA state only and Telangana region was part of Telugu states.

The name of ANDHRA PRADESH is in dispute among different regions in state, language point of view does not reflect complete Telugu language, Telugu spirit. Thus it failed in reflecting Telugu people’s state meaning in true sense on one hand and strengthening unity and integrity of people, it has also became major reason in splitting people as per political wishes of politicians. This name failed in promoting Telugu language. This name failed in bringing true identity to Telugu people as it has half Telugu half Hindi name.

Renaming the state on regional lines is not preferable. If state is renamed on regional basis it strengthens regional feelings, opens doors for new disputes, and divides people…which are not welcome in keeping best interests of people of state, India.

Renaming of state is needed to overcome the problems posed by present name- Andhra Pradesh ,promote unity, integrity and brotherhood of people and also prevent politicians from using state name for their self interests to divide people. The name of TELUGU SEEMA rightly fits to the state.

Names of TELUGU NADU or ANDHRA NADU are also preferable. “Nadu” is Telugu word meaning area/land/region/state etc…but it is being used in TAMIL NADU state name. So there is no need to use “Nadu” word in present Andhra Pradesh state name when Telugu language is rich in synonym words, usage of Nadu word may also brings feeling that Nadu word is imported from Tamil language, Tamil Nadu name and Tamils are superiors or dominant…feelings, administratively also there will be contradiction with short names-TN,TN.

In the name TELUGU SEEMA or ANDHRA SEEMA, Seema word is found in the region name- “Rayalaseema” meaning land/kingdom/state…of Vijayanagara Empire Ruler Sri Krishna Devaraya, but it does not influence meaning of TELUGU SEEMA or ANDHRA SEEMA in any way in any sense.

The name of TELUGU SEEMA helps in promoting Telugu language which has classical language status. Now Telugu language is facing acute problems. All states which were formed on language basis or other having or renaming themselves representing their state name in their language in true sense but Andhra Pradesh state, which started the process of formation of linguistic state is with disputed, unrepresentative name.

On the basis of above said reasons I request the committee to consider, recommend renaming of present Andhra Pradesh state as the state of “TELUGU SEEMA” to make Telugu people’s state name truly reflecting Telugu language, Telugu spirit, unique identity to telugu people and their state name, and promote Telugu language, promote unity and integrity and brotherhood of people of state/India and prevent politicians from using state name for their selfish politics.

2. GOVERNMENT OF INDIA MUST AND SHOULD DECLARE IN CLEAR CUT WORDS “ THE STATE OF ANDHRA PRADESH/TELUGU NADU DIVISION IS NOT POSSIBLE UNDER ANY CIRCUMSTANCES TO PROTECT BEST INTERESTS OF ALL PEOPLE OF ANDHRA PRADESH/INDIA IN SHORT,LONG TERM. HYDERABAD IS COLLECTIVE PROPERTY OF ALL PEOPLE OF STATE.

Government of India should clarify all doubts, illusions created by Telangana demanding people/leaders in people’s mind through statistics, reasons and declare in direct words that the state of Andhra Pradesh can not be divided and not possible to divide to protect, further interests of all people of Andhra Pradesh and India both in short, long term. The committee has to bring truths in this respect to the fore so that all people who are asking division could realize, understand facts on what they believed so far to reason themselves for division, consequences of division on them and their fellow people in state, rest of India.

This statement will check further political games, instability in politics of Andhra Pradesh state on one hand and on the other hand prevents politicians from using Telangana or other name for their survival or self interests both politically or other interests. This would check other demands for new states in rest of India also to major extent. And also people in Andhra Pradesh never vote or minimize votes for separatist voices even if they emerge.

Declaring Hyderabad or its extension from time to time as collective property will stem out selfish politics in the name of Telangana and ensures confidence on people of Hyderabad, industrialists etc…to develop Hyderabad and remain in Hyderabad. Instead of leaving it to politicians will government should make this statement to check future apprehensions in people/industrialists minds and division demands on Hyderabad.

The committee has to interpret all investments, expenditures in holistic point of view in relation to Indian economy, Andhra Pradesh economy, situation in Andhra Pradesh/India, objectives behind every rupee expenditure and reasons for expenditures in specific location only and development, welfare obstructing factors in specific location etc…so that holistic picture will come out on each paisa spent in state by state government, central government, as only expenditures on place base will not unearth reasons behind it and uses of every paisa expenditure.

3. ARTICLE.3 OF THE CONSTITUTION OF INDIA MUST BE AMENDED MAKING NEW STATE FORMATION MOST DIFFICULT PROCESS.

TOUGH PROCEDURE HAS TO BE EVOLVED TO FORM NEW STATE OR FOR ALTERING EXISTING STATE BORDERS AND THESE PROVISIONS SHOULD BE ATTACHED TO ARTICLE.3 OF THE CONSTITUTION.

The government of India has to evolve tough procedure to form new states or change existing state borders. This procedure should be that much tough that it practically gives no hope to carve out separate state from present existing political map of India. It is necessary in today’s coalition politics times, as every small party is influencing decision in Delhi. For this if needed article 3. Of the constitution can be amended but centre’s exclusive rights over Indian land can not be put at risk.

This is necessary to keep state borders, political stability in states and ensure peaceful continuance of development. States are crucial in three tier federal set up along with centre, Panchayat raj institutions. Stability of states borders is must for political stable India/state and assured development rapidly.

4. CONCEPT OF REGION HAS TO BE BANNED. CONSTITUTION, PEOPLES REPRESENTATION ACT HAS TO BE AMENDED FOR THIS PURPOSE.

The concept of region has to be banned from using for votes. If it is allowed then India would be with every region as state. The region problem has to be stemmed out now itself in its bud stage. If Telangana region concept wins in becoming separate state irrespective of reasons then region specific politics, movements will start acting in India that will be unhealthy to the unity and integrity of India. Now India is growing rapidly, if region or any other factor starts acting to divide India politically then India will move back because of the political actions, movements…associated with regionalism. The Representation of Peoples Act must be amended to ban region concept in elections.

5. PANCHAYAT RAJ SYSTEM HAS TO BE STRENGTHENED, EMPOWERED ECONOMICALLY, ADMINISTRATIVELY.

Panchayat raj system has to be empowered economically, administratively to put government in front of people. It would check all self respect problems and dependence on state government for everything and most of development activities are started, completed by local people itself. People would know all issues involved in governance because of their direct participation in decision making.

6. CENTRE MUST AID STATE GOVERNMENT TO COMPLETE JALAYAGNAM PROJECTS WELL BEFORE 2014 ELECTIONS. OTHER CRUCIAL PROJECTS, SCHEMES WHICH INFLUENCE PEOPLE MIND SET MUST BE AIDED FINANCIALLY.

Centre should help state government in completing Jalayagnam projects in state well before 2014 elections or at least a major part of them has to be completed thus water flow should start to fields. It is necessary to prevent Telangana state advocators to influence poll out come. Now most of separatism is revolving around water only. Once water starts flowing in to fields then half of the problem is solved. Instead of providing packages for divided states, providing that money for Jalayagnam, which is almost negligible of the total amount needed for creation of new states, division problem would be solved to major extent.

The concept of self respect which came in to surface Nov.29.2009 has no validity from any angle. Right from 1956 Telangana leaders are part of cabinet of Andhra Pradesh, held, having important portfolios, served as chief ministers, prime minister, central ministers.

The reasons for so called backwardness of Telangana region are geographical, historical and poor economy of India/Andhra Pradesh, needs of Andhra Pradesh/India from independence to meet self sufficiency with minimum expenditure etc… Naxalism played major role in backwardness of Telangana region. When there are Naxalites obstructing development then funds will also impaired as funds will become unproductive/idle even if they are allocated. Only after naxalism moved out of Andhra Pradesh development is taking place with rapid pace. It does not mean that development activities are stopped during naxalism, but the pace of development might be slow in naxal strong holds. Many places, districts with in Telangana developed fast even during naxalism. Its also fact that many districts in Rayalasema, Coastal Andhra are behind Telangana districts in development aspects even though they did not witness naxalism like Telangana. Major reason along with these factors causing under development is corruption as in rest of India/Andhra Pradesh. The social structure and Nizam days systems also impaired development is Telangana- rajakar/mulki system etc… compared to other regions. If there are imbalances then obviously division is not the solution. Problems have to be solved with in the united AP structure.

Centre should aid financially for crucial projects, schemes in both development, Welfare areas that influences people mind set so that state government can carry forward those schemes successfully and also centre should do its best in Andhra Pradesh case in railways, budgetary allocations to overcome present funds crunch on one hand and separatist voices on other hand.

7. STATE PLANNING COMMISSION MUST BE MADE ACTIVE WITH “DISTRICT “AS PLANNING UNIT.

State planning commission should be established and its role should be made influencing in making state plans, budget etc…district should be made as planning unit. It is necessary to prevent regionalism. The state planning commission will address all development related aspects, alleged step mother treatment to some districts etc…and ensure balanced development of all districts.

8. ALL GOVERNMENT JOBS MUST BE FILLED IMMEDIATELY, REGULARLY.

Thousands of government jobs are lying vacant in Andhra Pradesh. These jobs should be filled immediately and in short time. Andhra Pradesh Public Service Commission should follow year wise calendar and trust has to be built in candidates mind on recruitment and selection process and time of completion of process. So far APPSC is known for prolonged delays in recruitment and selection, appointment. There in no year wise calendar. No implementation of exams schedule as per pre determined dates so far showing various causes- administrative, legal etc…resulting in years time to complete single examination process. And complete uncertainty over present notification completion and next notification in every category of government jobs. If these jobs are filled immediately and regularly then unemployed youth will not face problems and attract towards naxalism, present separatist politics, and suicides for jobs in separate state.
